People Incorporated of Virginia
People Incorporated has provided small business development and lending services for disadvantaged businesses since 1992, and has a proven history of impacting the low income communities and individuals it serves. The organization piloted the first microenterprise development program in the Commonwealth of Virginia. Encouraged by the growth and success of that initiative, People Incorporated founded People Incorporated Financial Services (PIFS) to increase its community development lending capacity and activities. PIFS now serves as the vehicle for the community development lending activities facilitated by People Incorporated, which provides all staffing, administration, financial management, compliance, asset management, resource development, and business development services for PIFS.
PIFS is a U.S. Treasury certified Community Development Financial Institution (CDFI), an intermediary micro-lender and PRIME grantee for the Small Business Administration, and a Regional Service Provider for the Virginia Enterprise Initiative of the Virginia Department of Housing and Community Development. The organization provides financial products that include microenterprise loans, business loans, consumer, credit-building and home improvement loans, and New Markets Tax Credits; all of these financial products are accompanied by a comprehensive and progressive menu of development services that reinforce the sustainability of a business as well as strengthen a client’s ability to repay a loan.
As a designated Regional Service Provider for the Virginia Enterprise Initiative, People Incorporated Financial Services has expanded the provision of development services throughout a larger region of Virginia by sharing their expertise and instructing other Microenterprise Development Organizations to provide current and effective technical assistance, business training, and mentoring to small business assistance providers in their respective service areas. And as a U.S. Small Business Administration’s PRIME grantee, People Incorporated Financial Services provided small capacity-building grants to two small business assistance providers in Virginia. More frequently, PIFS is becoming recognized nationally as a leader in advocating for microenterprise entrepreneurship and providing the products and tools necessary to create viable businesses in predominantly rural communities, thus positioning People Incorporated as an ideal candidate to carryout out the activities requested by VMN.

Eligibility Criteria
By assisting entrepreneurs who were not eligible for traditional loans through banks, but whose businesses show potential for growth and success, employment opportunities are created within the communities. People Incorporated Financial Services is a microenterprise development loan program which continues to promote small business entrepreneurship throughout Virginia offering comprehensive business development services and loans to fund small and emerging businesses. These growing businesses are creating jobs for residents which in turn promote economic self-sufficiency, encourage economic growth, and keep our region's economy healthy. Our customers are those who would not traditionally qualify for a loan with a bank.

Southeast Rural Community Assistance Project, Inc.
Southeast Rural Community Assistance Project, Inc. (Southeast RCAP) is a 501(c)3 private non-profit serving the seven Atlantic coastal states. Southeast RCAP's mission is "to promote the development of affordable water and wastewater facilities, activities and resources to improve the quality of life for low-income rural residents of Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia and Florida." Southeast RCAP offers financial assistance to businesses through its loan fund, and training and technical assistance through its professional staff which include CPAs, certified housing counselors, and certified debt reduction specialists.

Southeast RCAP occupies a 13,000 sq. ft. modern training facility in downtown Roanoke. Its two training rooms can accommodate up to 30 individuals each and are fitted with wireless internet access, LCD projectors and screens, and dining facilities. It is convenient to downtown hotels and local attractions, and is available for hosting special training events, workshops and seminars.
Eligibility Criteria
Southease RCAP focuses on serving small businesses and small water/wastewater systems that serve rural communities, but its services are available to all Virginia small businesses.

Woodrow Wilson Rehabilitation Center (WWRC)
WWRC, a division of the Virginia Department of Rehabilitative Services (DRS), provides vocational and
medical rehabilitation services for people with disabilities in an integrated setting to assist them
in obtaining employment and to live more independently.
WWRC services are typically residential in nature, but participants may be enrolled from the
locality surrounding the center in "day status".
Vocational and medical rehabilitation services include evaluation, assessment,
consultation, pre-employment workforce readiness,
training and skills development (including academic supports), driving services, assistive

Woodrow Wilson Rehabilitation Center is an approved Eligible Training Provider in Virginia's WIA Network. In addition to workplace readiness and vocational training services, WWRC has a formalized program of teaching workplace literacy skills, with over 100 students annually attaining a Career Readiness Certificate (CRC). All instruction is competency-based and each program is updated regularly with the assistance of Advisory Committees to ensure that it meets current business and industry needs. WWRC has a successful history of collaboration with industry to customize training to meet business needs in the community. Vocational Evaluation services help participants obtain greater self and work knowledge through participation in work activities designed to evaluate vocational skills, interests, and abilities including transferable skills. Participants learn about the functional impact of their disability in relation to their career options. They also learn about assistive technology and the devices and accommodations needed to remove barriers to employment.
Eligibility Criteria
WWRC accepts applications of any individual with a disability whose needs are compatible with the structure, staff, and other WWRC resources. Eligibility is based on evaluation for disability. Out staff works with various referral services to assist individuals that have a disability or think that they may have a disability. Staff works to determine if a disability exists and then develop a plan of action to train and assist the individual with obtaining employment.

We help working adults interested in starting their own business attend a specifically designed series of Entrepreneurship Classes in partnership with the Northern Virginia Community College. Attendees may earn a valuable Career Studies Certificate in Entrepreneurship if they complete all 9 classes. Financial Aid is available if qualified.

Telamon Corporation
Telamon Corporation began providing services to migrant and seasonal farm workers in Virginia in 1975. Since then, we have expanded our base of employment and training services to include a wide array of housing, nutrition, and other initiatives targeted at the needs identified in the communities we serve. This has enabled us to extend our services to a variety of other populations. Programs are operated out of eight field offices and are coordinated by the state office in Richmond.

Eligibility Criteria
- Have legal permission to work in the United States
- Must have not violated Military Selective Service Act by knowingly and willfully failing to register for the Selective Service Registration
- Have worked in the field or a warehouse where they handled an agricultural product during the last 24 months
- Earned at least $800.00 or have worked at least 25 days in farm work within 12 consecutive months within a 24 month period
- In addition, 50% of the work time or 50% of the earned income must have been in farm work, be the spouse of the eligible farm worker or be the dependant of the eligible farm worker
- Total family income must not exceed the WIA 167 farm worker income guidelines

Virginia Community Action ReEntry Services (CARES), Inc.
Virginia's only statewide offender reentry program providing long-term support and services to individuals returning to their communities from Virginia state prisons, regional and local jails through a network of twelve service delivery sites across Virginia. Services are also being provided to offenders returning from any federal institution in the United States who are current residents of Virginia. Services include, but are not limited to, employment, housing, education referrals, restoration of rights, and emergency services.

Additional information about services offered
Virginia CARES contracts with ten Virginia Community Action Agencies to provide the services listed. Each site follows a basic outline for services, but customizes their services to fit situations unique to their geographic, public transportation availability and employer availability.
Eligibility Criteria
Any individual who has been convicted of a misdemeanor or felony, served time in a Virginia state institution or local or regional jail, or served time in a federal prison within the United States and is currently a resident of the State of Virginia.

Virginia Department of Labor & Industry
Modern Registered Apprenticeship combines carefully defined and employer-specific training under the guidance of a highly skilled mentor at the worksite. On-the-job training is supplemented with related classroom instruction. Upon successful completion, apprentices are awarded a Certificate of Completion. This certificate and journey worker card is a portable credential that is recognized nationally and, when appropriate, allows the candidate to qualify for the licensing examination. Last year, 2,100 Certificates of Completion were issued.
